CommonGoods Privacy Policy

Information Collected

As part of standard internet practice, the Commonwealth collects and retains the following information for thirty-eight months when you visit its websites:

  • Your domain name (for example, “xcompany.com” if you use a private internet access account, or “yourschool.edu” if you are connecting from a school domain);
  • Your Internet Protocol (IP) address, a number automatically assigned to your computer when you are using the internet;
  • The type of browser and operating system used to access the Site;
  • The internet address of the website from which you linked directly to the Site;
  • The pages you visit within the Site; and
  • The links made to other websites through the Site.

If you would like to review your information within the Commonwealth’s contacts database, update it, or remove it, please contact the Site’s staff at 1.833.722.6778, Option 0, or commongoods@pa.gov, Monday-Friday 8 AM- 4:30 PM.

This information is collected for statistical analysis using standard third-party software programs (for example, Google Analytics may be used by third parties on behalf of the Site) to create summary statistics. The statistics are used for determining what information is of interest to visitors and identifying system performance or problem areas. Where Google Analytics is used, the data are used for other limited purposes by Google. For more detail on how data is used by Google Analytics, please visit Google’s Privacy & Terms webpage.

The Commonwealth does not collect any personal information through the Site except that information knowingly and willingly supplied by the user for the purpose of using the Site.

Personal information may be collected through e-newsletter forms, online request forms, feedback forms, or “contact us” forms. Any information that the user provides, such as name, address, email address, phone number, or ZIP code, will be stored in a secure location and will be used only for those purposes stated. The Commonwealth does not sell or provide information collected online. Any information that you provide will be collected and retained in accordance with existing laws.

Users of the Commonwealth’s e-newsletter subscriptions may also withdraw consent for the use of their personal information at any time. To review, update, or delete your collected information or to withdraw consent for use, please contact the Site’s staff at 1.833.722.6778, Option 0, or commongoods@pa.gov, Monday-Friday 8 AM- 4:30 PM. You can unsubscribe directly from the opt-in email or at any time in the future by clicking the “unsubscribe” link at the bottom of every email communication.

By continuing to utilize the Site, you consent to this processing of the aforementioned information and data unless you otherwise withdraw your consent as directed above.

Public Disclosure

As a general rule, the Commonwealth does not disclose – except to Google Analytics for statistical analysis purposes – any personal information collected online except where you have given us permission or where the information is public information under the Pennsylvania Right-to-Know Law, 65 P.S. § 67.101 et seq., or other applicable laws. Information collected by the Commonwealth on its websites which is not otherwise protected by law or policy may be subject to disclosure, including public disclosure if such information is a public record.

Cookies

The Commonwealth may customize your browsing experience by utilizing your browser’s “cookies” to store a randomly generated identifying tag on your computer. A cookie is a small text file that is saved on your computer when you visit a website.

You can refuse the cookie or delete the cookie file from your computer’s browser at any time by using any one of several widely available methods. Cookies created by using the Site and stored on your computer do not contain personal information and do not compromise your privacy or security. Session cookies allow you to move through many pages of a website quickly and easily without having to authenticate or reprocess each new area you visit. Session cookies are destroyed after successful completion of a transaction, after a few minutes of inactivity, or when the browser is closed.

Persistent cookies help websites remember your information and settings when you visit them in the future. They continue to exist after a few minutes of inactivity, after the browser is closed, or after a user completes a single session.

The Site is provided as a public service. The site is managed by the Commonwealth of Pennsylvania and the Pennsylvania Department of Community and Economic Development.

External Linking Policy and Disclaimer

The information posted on the Site may include hypertext links to information created and maintained by other public and/or private organizations (external websites).

We provide these links for your information and convenience. When you select a link to an external website, you are leaving the Site and are subject to the privacy and security policies of the owners/sponsors of the external website.

  • The Commonwealth does not control or guarantee the accuracy, relevance, timeliness, or completeness of information contained on an external website.
  • The Commonwealth does not endorse any of the products, vendors, consultants, or documentation referenced on the Site. Any mention of vendors or products is for informational purposes only.
  • The Commonwealth cannot authorize the use of copyrighted materials contained in external websites. Users must request such authorization from the sponsor of the external website.
  • The Commonwealth is not responsible for transmissions users receive from external websites.
  • The Commonwealth cannot guarantee that external websites comply with accessibility requirements.

Information provided on the Site is intended to allow for access to public information. While all attempts are and have been made to provide accurate, current, and reliable information, human and/or mechanical error may occur. Therefore, the Commonwealth expressly disclaims any warranty of the accuracy, reliability, or timeliness of any information published by the Site and shall not be held liable for any losses caused by reliance upon the accuracy, reliability, or timeliness of such information. Any person who relies upon such information obtained from the Site does so at his or her own risk.

Copyright

No part of the Site may be copied, reproduced, or translated in any form or medium without the prior written consent of the Commonwealth. Although all content on the Site is public information, the Commonwealth maintains and will defend a copyright interest in the Site.

Permission may be granted to redistribute this material in its entirety provided that this copyright notice is not removed or altered. No portion of this work may be sold, either by itself or as part of larger work, without the express written permission of the Commonwealth.

You may not capture the Site’s pages within frames or otherwise present the Commonwealth’s content as your own, nor may you link to individual graphics or tables within the Site, especially in an effort to place the downloading burden on the Commonwealth’s servers.

To obtain permission to reproduce the information (text or graphics) contained on the Site for any commercial purpose, please submit the specifics of your request in writing to the Site’s webmaster at commongoods@pa.gov .

Social Media Policy and Disclaimer

Commonwealth of Pennsylvania government agencies and officials engage with Pennsylvanians through many online channels, including PA.govgovernor.pa.govagency websites, and social media. We encourage the public to engage with the Commonwealth through these channels, and we welcome all viewpoints. Please be aware that when engaging with the Commonwealth over social media, you are agreeing to the following:

Terms and Conditions

The Commonwealth’s government social media pages are located within platforms such as Facebook, Twitter, LinkedIn, Instagram, and others that have their own terms of services, privacy policies, and other rules to which users are subject when users visit those pages.

User-generated Content

The Commonwealth monitors its government social media pages but is not responsible for content generated by users on those platforms. Comments and other content posted on those platforms may be subject to public disclosure.

The Commonwealth’s individual social media pages also contain their own commenting policy statements and conditions which users are presumed to have read and understood prior to any use of those channels.

Contacting CommonGoods

Social media is not considered an official channel for contacting the Commonwealth about the Site or other websites. While social media is monitored and inquiries are responded to, staffing for that purpose is not 24/7. Users who wish to contact the Commonwealth about the Site should contact the Site’s staff at 1.833.722.6778, Option 0, or commongoods@pa.gov, Monday-Friday 8 AM- 4:30 PM.

Communications posted on the Commonwealth’s social media pages will not be construed as satisfying requirements for legal notice or service, shall not be considered official public comment, and shall not be construed as an official request for records pursuant to the Right-to-Know Law.

Intellectual Property

The Commonwealth does not claim ownership of content users submit or make available on its social media pages. The Commonwealth only claims rights in what its employees, officials, agents, and representatives write, post, or otherwise share.

If users want to use a Commonwealth logo, video, document, etc., users need to seek and obtain the Commonwealth’s legal permission by contacting the Site’s staff at 1.833.722.6778, Option 0, or commongoods@pa.gov, Monday-Friday 8 AM- 4:30 PM.

The Commonwealth may post links to the websites of other public and/or private organizations on social media. A link does not constitute an endorsement of content, viewpoint, policies, products, or services of that external website. Once a user clicks a link to an external website not maintained or owned by the Commonwealth, the user is subject to the terms and conditions of that external website.
